Can Delete Products or Users

After added products I can delete them even after searching through the documents and deleting all documents on a clean system I still can't delete the product I've added.

I had a similar issue with trying to delete a user I went to documents searched all references to the user deleted all references to the user I'm still unable to remove this user

at the moment for the products I don't want I'm having to deactivate them.
