You are right, if you turn off laptop (where database is installed) you are effectively shutting the database down for other PCs, so other PCs can't get to the data anymore. And, yes, it is a great risk to have it on laptop only, as you can easily lose the data in case your laptop is broken,
Database backup
The most (and the only) important thing is database backup. You can learn how to do the backup and read some best practices here, but you probably know how to do it already.
Next important thing is to keep this database backup automated. Unfortunately, networking version do not have an option to automatically backup database on start / shutdown, but there are other tools available that can do even more. One of the tools we used in the past is SQL Backup Master that can be scheduled to perform database backup for you and to store the backup outside of your PC (e.g. cloud or external drive), so you have it safe in case of HDD failure. We strongly recommend trying it out, it had the free version available that should take care of what you may need.
Database location
You mentioned you would like to try moving the database to external disc. It may sound like a good idea, but, unfortunately, it is not so simple as "Networking" version is using Microsoft's SQL Server (Express) database, it is not file based and cannot be moved around so easily.
With this in mind, unfortunately, we cannot provide much support for this idea, but having automated backup in place should be enough to cover you in case of PC failure, or, at least, to minimize the loss.Hope this helps.
